Pre-Delivery Inspection

A Pre-Delivery Inspection (PDI) is mandatory for all new homes - both freehold and condominiums.
 
Builders must include a provision in every Agreement of Purchase and Sale or construction contract, in which the parties agree that the purchaser (or the purchaser's designate) and the builder will meet at the home on or before the date of possession to conduct the PDI.  
 
 

Homeowner Information Package Delivery

On or before the Pre-Delivery Inspection, builders are required, as part Builder Bulletin 42, to deliver the Homeowner Information Package (HIP) to new homeowners. This important publication, created by Tarion, provides a general overview of warranty coverage for new homeowners.
 
Starting July 1, 2013, a new version of the Homeowner Information Package is available on Tarion.com for electronic distribution to new homeowners. We have also made it easier for builders to distribute the HIP by emailing a URL link, should homeowners prefer this method of delivery.
 


We have created two versions of the HIP: a Freehold and Contract Homes version; as well as a Condominium version. By offering two versions of the HIP, we are able to provide more information on freehold and contract homes as well as condominiums, including more details about the common elements warranty.
 
These new HIP’s can now be downloaded by PDF as a complete document and are also available to be accessed on a section by section basis.
 

  

With the Homeowner Information Package being available online, builders have the following methods of delivery available:

  • Print a hard copy of the current applicable HIP from Tarion’s website and personally hand-deliver it to the homeowner;
  • Personally hand-deliver to the homeowner an electronic copy of the HIP on a CD, memory stick, or other similar electronic storage medium;
  • If a builder and a homeowner have agreed to communicate by email – then the builder may send an email to the homeowner to the agreed-upon email address:
    • with a PDF of the current, applicable HIP to the agreed-upon email address; or
    • with the Tarion-approved and designated link to the current, applicable HIP on Tarion’s website.
Builders have the option of delivering the HIP by URL link to their homeowners. In order to use the email method of delivery, it is a prerequisite that builders and their homeowners have provided each other an email address for communications involving the home. Builders should keep a record of the email delivering the HIP by PDF or URL link in case there is a dispute concerning delivery.
 
Builders should include in the purchase agreement, the method of communication that will be employed. When that method is through email, builders and purchasers should ensure that a reliable email address is provided and that computer settings permit receipt of notices from the other party. Builders should also point out to their purchasers that the email address will be used to communicate important information.
 
If a homeowner requests a hard copy of the HIP, builders are obligated to provide a colour hard copy. This is true even if you and the homeowner have otherwise communicated by email.
 
If homeowners choose a URL link as the preferred method, builders must provide them the following link to the HIP: www.tarion.com/HomeownerInformationPackage. Builders may not host the link on their own systems. It must be the dedicated link above, which is hosted on Tarion.com
 
If delivering a URL link of the HIP to homeowners, it is also important that builders instruct their homeowners to choose the appropriate version of the HIP based on whether they have purchased a freehold home or a condominium unit, and their date of possession. As Tarion provides updated versions of HIP, the date of possession will indicate which version applies to their freehold home or condominium.

The Importance of the PDI

The PDI is the best opportunity to acquaint your customer with their new home and to record any damaged, incomplete or missing items, or anything that is not operating properly on the PDI Form
 
The PDI is also a good time to reinforce the positive relationship you have built with your purchaser. For more information on using the standard PDI Form, builders and vendors should review How to Conduct a PDI .

What if the purchaser cannot attend?

The minimum customer service standard allows a purchaser to attend the PDI with a designate or appoint a designate to attend the PDI in his/her place.  There is no restriction as to who the designate may be, so a professional home inspector or any other person is permitted to attend the PDI either with the purchaser or in their place as a designate.

Builders may conduct a PDI without the purchaser present if they have made best efforts to arrange the inspection but neither the purchaser nor a designate is able to attend.  A builder’s best effort should include:
  • Contacting the purchaser well in advance to set up a mutually convenient time; 
  • Providing the purchaser with a few reasonable choices of date and time; and
  • Explaining to the purchaser that he/she can send a designate instead of attending personally.

It should be noted on the PDI Form as well as the Certificate of Completion and Possession and Warranty Certificate (CCP/WC) that the purchaser did not attend the PDI.
