TorontoTarion is seeking public input on proposed enhancements to the Construction Performance Guidelines (CPG). The CPG is an important resource that helps promote confidence in the new home construction sector by providing a consistent framework on how warranty matters are determined. 

These proposed changes include revisions to certain articles to improve clarity and ensure consistency with the Ontario Building Code (OBC), as well as provide more guidance and clarity on the most common warranty items. 

Tarion is now consulting on proposed updates or enhancements to 22 CPG articles, organized into three sections based on a common theme: 

  • Part 1 – Water Penetration and Ponding, includes the proposed revisions for concrete floor cracks, dampness, water penetration, ponding, the Introduction section, and Appendix A5.
  • Part 2 – Interior Climate Control, includes new proposals to align the CPG articles to the new Ontario Building Code requirements on indoor design temperatures.
  • Part 3 – Floor Squeaks and Resilient Flooring, includes proposed changes to clarify the causes of floor squeaks and to update the resilient flooring articles to address new flooring products, as requested by stakeholders.

To identify which elements from the CPG to include in this consultation, Tarion focused on articles that are related to some of the priority topics identified from claims data and stakeholder input, as well as building on the CPG enhancements introduced in 2024.
